06/27/24THE STATION EAST OWNER LLC, SITE DEVELOPMENT REVIEW (SD-23-006), TENTATIVE TRACT MAP AMENDMENT (ATM-24-001), DEVELOPMENT AGREEMENT AMENDMENT (ADA-24-001); The Station East Owner LLC, as property owner and applicant, is seeking 1) Site Development Review (SD-23-006) for the development of 75 units including 47 rental units and 9,466 square feet of retail area in a 5-story mixed use building and 28 condominium units in three 4-story buildings on 1.89 acres known as Planning Area 2 (PA 2) within the Station East Mixed Use Residential Development; 2) Tentative Tract Map Amendment (ATM-24-001) to the Station East Tentative Tract Map 8251 (TTM-20-001) approved by Resolution No. 5777-21 on June 8, 2021 and amended by Resolution No. 6114-23 on April 25, 2023 (ATM-23-001) to adjust the layout, number of lots, and number and type of residential units proposed for PA 2; and 3) Development Agreement Amendment (ADA-24-001) to the Station East Development Agreement (approved by Ordinance No. 886-21 on June 22, 2021 and amended by Ordinance No. 913-23 on May 9, 2023) to reduce the number of residential units from 894 to 811 within the Station East development and make other adjustments in unit mix, affordable housing and timing of off-site improvements. The 82,328 square-foot (1.89 acres) project site (APN: 087-0021-005-02, portion) is located between the extensions of 8th Street and 9th Street, bordering Decoto Road and east of the PG&E Substation, including a portion of the former Air Liquide site within the Station East Mixed Use Residential (SEMU-R) Zoning District. Staff recommends that the project is within the scope of the Station East Residential/Mixed Use Project Environmental Impact Report (EIR) (State Clearinghouse No. 2020039032) Certified on June 8, 2021, as documented in Addendum #2.
