TANAKA, IN THE AMOUNT OF $30,000, FOR A TOTAL NOT-TO-EXCEED CONTRACT AMOUNT OF $354,800, FOR PROJECT MANAGEMENT SERVICES FOR THE UNION CITY BOULEVARD BIKE LANES PROJECT, CITY PROJECT NO. 17-29


 
EXECUTIVE SUMMARY

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the Third Amendment to the Consulting Services Agreement with Richard K. Tanaka, in the amount of $30,000, for a total not-to-exceed contract amount of $354,800, for Project Management Services for the Union City Boulevard Bike Lanes Project, City Project No. 17-29.

BACKGROUND


The Union City Boulevard Bike Lanes Project, City Project No. 17-29, will complete over a two (2) mile gap with buffer Class II bikes lanes along Union City Boulevard (UCB) from the Alameda County Flood Control Channel (Fremont) to Smith Street and will serve as the San Francisco Bay Trail in Union City. The improvements also include the rehabilitation of the pavement within the project limits. The project will include “Complete Street” improvements at all intersections including traffic signal modifications, a new multi-purpose trail along UCB adjacent to Delaine Eastin Elementary School, providing direct access for students who bike or walk to school and a right-turning lane into the school, streetlight modifications, roadway drainage improvements and landscape improvements at various locations.

 

On October 15, 2021, the City Manager entered into a Consulting Services Agreement, with Richard K. Tanaka, C5801, in the amount of $70,000, for Project Management Services for the Union City Boulevard Bike Lanes Project, City Project No. 17-29, assisting Public Works with managing and coordinating the Kimley-Horn and Associates’ Consulting Services Agreement for the engineering design services.

 

On October 11, 2022, the City Council adopted Resolution No. 6020-22, authorizing the City Manager to execute the First Amendment to the Consulting Services Agreement with Richard K. Tanaka, C5801b, in the amount of $125,000, for a total contract amount of $195,000 for the Union City Boulevard Bike Lanes Project, City Project No. 17-29. 

 

On July 25, 2023, the City Council adopted Resolution No. 6172-23, authorizing the City Manager to execute a Consulting Services Agreement with Park Engineering, Inc., for Construction Management Services to assist with the bidding process and to manage the construction of the Union City Boulevard Bike Lanes Project, City Project No. 17-29, in the amount of $2,000,000. 

 

On August 8, 2023, the City Council adopted Resolution No. 6180-23, authorizing the City Manager to execute the Second Amendment to the Consulting Services Agreement with Richard K. Tanaka, C5801c, in the amount of $129,800, for a total contract amount of $324,800, to continue to provide Project Management Services during the construction phase of the Union City Boulevard Bike Lanes Project, City Project No. 17-29. 

 

On February 27, 2024, the City Council adopted Resolution No. 6261-24, awarding the construction contract for the Union City Boulevard Bike Lanes Project, City Project No. 17-29, to Bay Cities Paving & Grading, in the amount of $17,049,000.  The construction began in late Spring 2024, with a groundbreaking ceremony on June 28, 2024.  Construction progress is on track for completion in late Fall 2025.



DISCUSSION

Staff continues to be satisfied with the level of project management services provided by Richard K. Tanaka.  The Third Amendment to the Consulting Services Agreement, in the amount of $30,000, will ensure continuity in the provision of Project Management Services for the completion of construction followed by project closeout of the Union City Boulevard Bike Lanes Project, including such tasks as ongoing coordination with Kimley-Horn and Associates, Inc. and Park Engineering for oversight during the remainder of construction, managing project scope and budgets of consultants, assisting the City with any dispute resolutions and public inquiries and project closeout, including final reporting and reviewing As-Built Plans.



FISCAL IMPACT

The total cost of the Third Amendment to the Consulting Services Agreement with Richard K. Tanaka, for Project Management Services for the Union City Boulevard Bike Lanes Project, City Project No. 17-29, is $30,000, and will be funded with $25,000 of Measure BB Bike and Ped funds (Account Number 26791729-54110) and $5,000 of Gas Tax funds (Account Number 25091729-54110), which are available in the approved Biennial Budget for Fiscal Year 2023-2024 and Fiscal Year 2024-2025.



RECOMMENDATION

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the Third Amendment to the Consulting Services Agreement with Richard K. Tanaka, in the amount of $30,000, for a total not-to-exceed contract amount of $354,800, for Project Management Services for the Union City Boulevard Bike Lanes Project, City Project No. 17-29.
