ADOPT A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FUNDING ASSIGNED BY MTC AND COMMITTING ANY NECESSARY MATCHING FUNDS AND STATING ASSURANCE TO COMPLETE THE BLOCK 5 MOBILITY HUB PROJECT, CITY PROJECT NO. 25-22


 
EXECUTIVE SUMMARY

Staff recommends that the City Council adopt a resolution approving local support for the filing of an application to the Metropolitan Transportation Commission (MTC) for a discretionary funding allocation from the Regional Mobility Hubs Program, in the amount of $2,259,000, for the Block 5 Mobility Hub Project, City Project No. 25-22.



STRATEGIC PLAN ALIGNMENT


This is an efficiency and safety improvement project and is aligned with the following:

 

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.



BACKGROUND


The Metropolitan Transportation Commission’s regional One Bay Area Grant Program (OBAG 3) includes funding for several initiatives to support local implementation of key Plan Bay Area 2050 (PBA 2050) strategies. At the September 2024 meeting of the Joint MTC Planning and Association of Bay Area Governments (ABAG) Administrative Committee, the agenda focused on a coordinated call for projects to be released that would support capital expenses related to implementation of parking management plans, mobility hub elements, charging infrastructure for electric vehicles, and technical assistance to support construction of active transportation projects on MTC’s Active Transportation Network.

 

On September 30, 2024, MTC staff released the coordinated call for projects for Transportation-Oriented Communities (TOC) Policy planning and capital investments, with $15 million in total available funding for Regional Mobility Hubs. Project applications were due December 20, 2024. On December 20, 2024, staff submitted an application requesting $3 million for the Regional Mobility Hubs Program funding for the Block 5 Mobility Hub Program.



DISCUSSION

The Capital Implementation Grant Awards were announced at the MTC Planning Committee meeting on March 14, 2025.  There were four applications for Regional Mobility Hubs funding and Union City’s application was selected for an award in the amount of $2,259,000 (Exhibit A). As part of the requirements for the federal funds to be officially obligated, staff is tasked with completing the following steps:

 

  • Present the Complete Streets Checklist for the Block 5 Mobility Hub Project to the Bicycle and Pedestrian Advisory Committee (BPAC)
  • Adopt a Resolution of Local Support
  • Submit a Carbon Reduction Program (CRP) alignment form
  • Add the project to MTC’s Fund Management System (FMS)
  • Obligate funds through Caltrans

 

At the April 16, 2025, BPAC meeting, staff presented the Complete Streets Checklist for the Block 5 Mobility Hub Project.  Staff requests the adoption of the attached Resolution of Local Support to satisfy the second requirement and will submit all remaining requirements to secure the Regional Mobility Hubs Program funding for the Block 5 Mobility Hub Program.



FISCAL IMPACT

There are no fiscal implications at this time.  Union City will coordinate with MTC staff to finalize the allocation request package. Once the City receives the award, staff will request the City Council accept the $2,259,000 of federal funding and increase the Public Improvements Fund budget for the Block 5 Mobility Hub Project, City Project No. 25-22, in the amount of $2,259,000.  Staff will also request the City Council authorize the allocation of the required local matching funds, which usually amounts to approximately 11.5% of the grant amount, which would be $259,785.

 

There is no impact to the General Fund.



RECOMMENDATION

Staff recommends that the City Council adopt a resolution approving local support for the filing of an application to the Metropolitan Transportation Commission (MTC) for a discretionary funding allocation from the Regional Mobility Hubs Program, in the amount of $2,259,000, for the Block 5 Mobility Hub Project, City Project No. 25-22.
