EXECUTIVE SUMMARY
Staff has prepared a resolution for the Mayor’s appointments, subject to City Council approval, to fill vacancies and expiring terms on the Sales Tax and Utility Users’ Tax Committee. This report also outlines proposed modifications to the committee structure, including:
- Transitioning the committee from designated commission representatives to at-large members
- Extending the term length from two years to four years
- Implementing staggered terms to ensure continuity and provide the City Council with ongoing appointment opportunities
If approved, the initial terms will be staggered as follows:
- Three (3) members will serve an incomplete term ending December 31, 2025, then transition into a full four-year term from January 1, 2026, to December 31, 2029
- Two (2) members will serve an incomplete term ending December 31, 2027, then transition into a full four-year term from January 1, 2028, to December 31, 2031
These changes align with Resolution No. 2025-029, which standardizes appointment and expiration dates for all City boards, commissions, and committees.

BACKGROUND
On March 23, 2021, the City Council adopted Resolution No. 5735-21, forming the Sales Tax and Utility Users’ Tax Oversight Committee (Oversight Committee) to ensure transparency and accountability regarding the allocation of revenues from the voter-approved half-cent sales tax (Measure AA) and the utility users’ tax (Measure WW). The committee is responsible for reviewing revenue and expenditures and reporting its findings annually to the City Council.
Currently, the committee is composed of designated representatives from various Union City commissions, including:
- One member from the Human Relations Commission
- One member from the Planning Commission
- One member from the Parks and Recreation Commission
- One member from the Senior Commission
- One at-large citizen member
However, the proposed appointments modify the composition of the committee to consist entirely of at-large members. Under this proposed change, members of other Union City commissions and committees would still be eligible to serve but would not be required to represent a specific commission. This change broadens the pool of applicants and allows greater flexibility in the appointment process.
Additionally, the current two-year term for committee members is proposed to be extended to four years to align with other City boards and commissions. However, to ensure that the City Council continues to have appointment opportunities on an ongoing basis, terms will be staggered as follows:
- Three (3) members will serve an incomplete term ending December 31, 2025, then transition into a full four-year term from January 1, 2026, to December 31, 2029.
- Two (2) members will serve an incomplete term ending December 31, 2027, then transition into a full four-year term from January 1, 2028, to December 31, 2031.
This staggered approach ensures continuity while giving future City Councils the opportunity to appoint new members at regular intervals.
DISCUSSION
Pursuant to California Government Code § 40605, the Mayor has the authority to appoint members to boards, commissions, and committees, subject to City Council approval.
Following the recruitment process, the Mayor has nominated the following individuals for appointment to the Sales Tax and Utility Users’ Tax Committee:

The City Council conducted interviews on April 1, 2025, and May 20, 2025, to evaluate candidates for appointment. If approved, new committee members will begin their staggered terms immediately.
FISCAL IMPACT
There is no fiscal impact associated with this item. The administrative costs related to recruitment, processing applications, and conducting interviews are covered within the existing budget of the City Clerk’s Office.
RECOMMENDATION
Staff recommends that the City Council consider the Mayor's appointments to the Sales Tax and Utility Users’ Tax Committee, and if approved, adopt the attached resolution to:
1. Confirm the appointments, which are members at-large,
2. Approve the extension of committee member terms from two years to four years, and
3. Approve the implementation of staggered terms to provide ongoing appointment opportunities.
