ADOPT A RESOLUTION APPROVING AN AMENDMENT TO THE CITY’S COMPENSATION PLAN AND SALARY SCHEDULE FOR MULTIPLE UNREPRESENTED SEASONAL AND TEMPORARY POSITIONS IN CONFORMANCE WITH CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5


 

Staff recommends that the City Council approve the changes to the City’s Compensation Plan and Salary Schedule, effective March 21, 2022, for the unrepresented seasonal/temporary positions not subject to the Compensation and Benefits Plan.



STRATEGIC PLAN ALIGNMENT


This action supports Strategy 8 of Goal B, Governance and Organization Effectiveness, by ensuring salaries are competitive in order to recruit, attract and retain talented employees.



BACKGROUND


The unrepresented seasonal/temporary positions include Community and Recreation Services (CRS) Program Manager, Preschool Aide, Preschool Teacher, Program Coordinator, Recreation Aide, Recreation Leader, Seasonal Maintenance Worker, Senior Recreation Leader, Intern, and Project Specialist.  These positions are at-will, non-benefited positions that are hired as-needed to provide immediate staffing support to the City and its programs.

 

The increases to the City’s Compensation Plan and Salary Schedule are consistent with the minimum wage increase for calendar year 2022.  In addition, the changes eliminate compaction and provide growth opportunities within the positions.



DISCUSSION

Effective January 1, 2022, the hourly minimum wage increased from $14.00 to $15.00, an increase of approximately 7.14%.  In order to avoid compaction, Step 1 for each of the positions in this group is increased by 7.14%. Additionally, the differential between steps is updated to 5% between each step for consistency. The revised compensation structure for these positions has been developed in order to attract and recruit new candidates and encourage returning employees.  

FISCAL IMPACT

The estimated annual cost is $203,000, split between the following three funding sources: Leisure Revolving Fund ~ $162,243 (81%), General Fund ~ $34,051 (17%) and Landscape and Lighting Fund ~ $4,006 (2%).

RECOMMENDATION

Staff recommends that the City Council approve the attached resolution to approve an amendment to the City’s Compensation Plan and Salary Schedule, effective March 21, 2022, for the unrepresented seasonal/temporary positions not subject to the Compensation and Benefits Plan.
