ADOPT A RESOLUTION APPROVING AN AMENDMENT TO THE CLASSIFICATION PLAN AND AMENDING THE COMPENSATION AND BENEFIT PLAN FOR UNREPRESENTED EMPLOYEES TO CREATE THE POSITION OF INFORMATION TECHNOLOGY DIRECTOR AND APPROVING AN AMENDMENT TO THE CITY’S COMPENSATION PLAN AND SALARY SCHEDULE IN CONFORMANCE WITH CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5

 

Staff recommends that the City Council adopt the attached resolution to establish the new Department Head position of Information Technology Director. The new position assumes the duties previously performed by the Chief Technology Officer position. 



STRATEGIC PLAN ALIGNMENT


This program supports Goal B. Governance and Organization Effectiveness of the strategic plan in aligning the provision of critical city services with current staffing levels.



BACKGROUND


Information technology (IT) is essential to the operations of the City and impacts every employee, business and resident. The ever-expanding role of IT requires the oversight and management of a department director that can oversee IT services and plan for future demands. IT support is necessary for all city operations, such as finance, development and permitting, geographic information systems, public safety, communications, and transportation. A director would be able to oversee a comprehensive information technology program and provide unifying leadership and a strategic vision.  



DISCUSSION

As a Department Head, the new position of Information Technology Director is needed to direct and manage citywide information technology and systems. The Information Technology Director’s responsibilities include strategic planning efforts for mid- and long-term needs and to foster innovation throughout City operations.  The Director would also direct and administer the overall activities of the department, assisting City departments in meeting their program responsibilities and, in conjunction with the City Manager, provide the management control necessary to guarantee the most effective and secure use of information technology resources citywide.    



FISCAL IMPACT

The proposed annual range of the Information Technology Director is $15,976 to $19,154. There is no immediate impact as the funding from the Chief Technology Officer and vacant Assistant to the City Manager will be used.



RECOMMENDATION

Staff recommends that the City Council adopt the proposed resolution to approve an amendment to the classification plan and approve an amendment to the Compensation and Benefit Plan for Unrepresented Employees to establish the new position of Information Technology Director as a Department Head classification and approve an amendment to the City’s compensation and benefit plan and salary schedule in conformance with California Code of Regulations, Title 2, Section 570.5.
