WAIVE FULL READING AND INTRODUCE BY TITLE ONLY AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UNION CITY AMENDING SECTION 2.26.020 of CHAPTER 2.26, “ARTS & CULTURE COMMISSION,” OF THE UNION CITY MUNICIPAL CODE


 

Staff recommends that the City Council adopt an ordinance amending Chapter 2.26, Section 2.26.02 “Appointment–Qualifications of members–Officers and duties,” of the Union City Municipal Code to provide that the Arts & Culture Commission include two alternate positions.



STRATEGIC PLAN ALIGNMENT


This action supports Strategy 4 of Goal E, Communication and Outreach, by enhancing the opportunity for community members to serve on the Arts & Culture Commission and participate in communicating the City’s interests through training and routine engagement.



BACKGROUND


Chapter 2.26, section 2.26.020 “Appointment–Qualifications of members–Officers and duties,” of the Union City Municipal Code currently establishes the requirements for membership on the Arts & Culture Commission (the “Commission”) and the duties of the Commission. It also provides that the Commission is an advisory body consisting of five members.



DISCUSSION

The City’s Planning, Human Relations, Park and Recreation, and Senior Commissions all currently have alternate positions. The operation of these commissions is important to the City and its residents. The presence of alternate positions allows each commission to continue to fulfill its duties even in the event of an unanticipated absence.  

 

The Commission also plays a significant role to the City and its residents.  Amending Chapter 2.26, section 2.26.020 of the Municipal Code would allow the Commission to also continue to fulfill its duties where there is any unanticipated absence and bring the makeup of the Commission in line with the Planning, Human Relations, Park and Recreation and Senior Commissions. 



FISCAL IMPACT

There are no direct fiscal impacts as a result of adopting the attached Ordinance.

RECOMMENDATION

Staff recommends that the City Council:

 

1.  Waive full reading and introduce by title only an ordinance amending Chapter 2.26, Section 2.26.02 “Appointment–Qualifications of members–Officers and duties,” of the Union City Municipal Code.

 

2.  Adopt the proposed ordinance following a second reading of the ordinance on March 8, 2022, or at another meeting selected by the City Council.
