RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY AUTHORIZING JOINT POWERS AGREEMENT WITH THE CITY OF FREMONT FOR HUMAN SERVICES AND FAMILY RELATED RESOURCES AND EXECUTION OF TASK ORDER FOR YOUTH DIVERSION AND SUPPORT SERVICES


 Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute a joint powers agreement with the City of Fremont for Human Services and Family Related Resources, and to execute a task order for youth diversion and support services.



BACKGROUND


Youth and Family Services (“YFS”) provides youth violence prevention and intervention services to those in need in the City. From time-to-time the City hires consultants or other third parties to assist YFS in fulfilling its mission. The City is authorized to enter into agreements with other cities for the performance of services within the jurisdiction of the City of Union City. For example, the City has an existing joint powers agreement with the City of Fremont whereby Fremont provides certain paratransit related services in the City.  Fremont also has experience in performing certain specified services that will support and enhance the services offered by YFS, and the City desires to enter into a joint powers agreement with Fremont authorizing Fremont to perform these types of services in the Tri-City Area. The specific services will be identified through task orders that are executed by Fremont and Union City.

This agenda item is in alignment with the following:

 

Goal C, Strategy 12: Create a plan for leveraging the social services resources in Union City and the County to make efficient use of all limited resources.



DISCUSSION

The City of Fremont has experience providing services that complement the programs of YFS and further its mission. The City desires to enter into a joint powers agreement with the City of Fremont in order to establish the terms and conditions of Fremont providing these services to YFS. When Union City desires to have Fremont perform a specific project or program, the City and Fremont will execute a task order that identifies the specific scope of services and costs. The task order will be governed by the terms of the joint powers agreement.

 

YFS has received a grant from the Alameda County Probation Department to support diversion and life skills programs operated in the Tri-City Area. Union City plans to work the City of Fremont to provide diversion services to 30 youth and life-skills and support services to 40 youth. Fremont will work collaboratively with YFS, the Alameda County Probation Department, the police department, local school districts, and other community service providers with the goal of providing alternatives to suspension and/or in-custody holds, coordinating diversion services, addressing barriers to program participation and supporting youth and their families through the Positive Youth Development framework in achieving their goals. Fremont will also provide life skills and support services and programs to enhance a youth’s ability to live independently and provide skills and opportunities that are critical to success, such as tangible life skill development, and pro-social engagement.

 

The scope of the diversion and life skills programs to be provided by Fremont will be further detailed in a scope of work between the City and Fremont. The cost of these services will be Twenty Three Thousand One Hundred Fifty Seven Dollars ($23,157) for fiscal year 2019-2020, which will be fully funded by the grant from the Alameda County Probation Department.



FISCAL IMPACT

There is no direct cost to entering into the joint powers agreement. The cost of these services provided by the task order be Twenty Three Thousand One Hundred Fifty Seven Dollars ($23,157), which will be fully funded by the grant from the Alameda County Probation Department.



RECOMMENDATION

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a joint powers agreement with the City of Fremont for Human Services and Family Related Resources, and to execute a task order for youth diversion and support services.
