| RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING AND ADOPTING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF UNION CITY AND POLICE OFFICERS ASSOCIATION AUTHORIZING THE CITY MANAGER TO EXECUTE THE MEMORANDUM OF UNDERSTANDING AND APPROVING AN AMENDMENT TO THE CITY’S SALARY SCHEDULE IN CONFORMANCE WITH CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 |
Staff recommends that the City Council adopt the attached resolution to approve the revised Memorandum of Understanding (MOU) between the City of Union City and the Police Officers Association (POA) for the period from July 1, 2019 through December 31, 2021, and authorizes the City Manager (or designees) to execute the MOU on behalf of the City.
BACKGROUND
Staff and POA have been negotiating in good faith since the expiration of the previous MOU. Both parties have reached agreement on the benefits package reflected in the proposed MOU. The City Council has been kept appraised of the status of negotiations and has also provided the appropriate bargaining authority to staff.
STRATEGIC PLAN ALIGNMENT
This action supports Goal B, Strategy 8 by ensuring salaries are competitive to retain talented staff and to provide an attractive recruiting environment.
DISCUSSION
The City’s current MOU with POA expired on June 30, 2019. The main points of the agreement are as follows:
Section 2.00 Compensation
Effective July 1, 2019 3.0% COLA
Effective January 1, 2020 3.0% COLA
Effective January 1, 2021 3.0% COLA
Section 2.00 Compensation
Effective July 1, 2019 2.5% COLA
2.5% longevity at 12 years has been eliminated
Section 2.22 (B) Specialty Pay
Effective July 1, 2019 a 5% specialty pay will be given to unit members assigned to the traffic unit.
Section 2.22 (C) Specialty Pay
Effective July 1, 2019 a 7.5% specialty pay will be given to unit members assigned to the Field Training Officer (FTO) program
Increase from the previous FTO rate of 5%
Reduces the number of FTO’s from 13 part-time to 8 full-time
Assignment is a full-time responsibility vs previously considered a temporary assignment
Section 4.10 Vacation
Effective with the first pay period in December 2019, the vacation accrual schedule changes as follows:

· 0-3 years no change
· 4-8 years no change
· 9-13 years 9-12 years
· 14-18 years 13-15 years
· 19+ years 16+ years
Section 13.0 Duration
The contract duration will be 07/01/19 – 12/31/2021.
Administrative
Certain minor administrative changes have been included to reflect grammar, formatting and to provide clarification.
The POA membership voted to approve the proposed MOU changes on 11/09/2019.
FISCAL IMPACT
The proposed MOU revisions are projected to cost the General Fund $3,375,000 over the life of the contract.
RECOMMENDATION
Staff recommends that the City Council adopt the resolution as provided.
