Staff has prepared a resolution appointing Subru Bhat to the Alameda County Mosquito Abatement District Board of Trustees.

The Alameda County Mosquito Abatement District ("District") is governed by a Board of Trustees ("Board") consisting of fourteen members. One trustee is appointed by the city council for thirteen of the incorporated cities within the District and the Board of Supervisors of Alameda County appoints one trustee representing the County-at-large. The City of Albany is not a part of the District.  Each trustee serves a two-year or a four-year term.  

The Board determines the general policies to be followed, employs the District manager, approves the annual budget, and controls the expenditures. Each fiscal year, the Board determines the rates of the special tax and benefit assessment that will be levied upon property owners. Funds are held in a trust fund by the County Treasurer and paid out on warrants approved by the Board and authorized by the County Auditor.

On November 5, 2019, the City was notified by Ryan Clausnitzer, General Manager of the  Alameda County Mosquito Abatement District that they were seeking to have Mr. Bhat reappointed to the Board of Trustees prior to the end of his term.  Mr. Bhat also expressed interest in seeking reappointment.

There is no fiscal impact associated with the adoption of the resolution.  A stipend not to exceed $100.00 per month is paid by the District.

Staff recommends adopting the resolution appointing Subru Bhat to the Alameda County Mosquito Abatement District Board of Trustees for a four-year term expiring January 1, 2024.
