ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING AN AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH COOPERATIVE PERSONNEL SERVICES DBA CPS HR CONSULTING TO INCREASE THE LENGTH OF THE AGREEMENT TO DECEMBER 31, 2019 AND INCREASE THE TOTAL NOT TO EXCEED COMPENSATION TO $150,000


 

This item is to request that the City Council approve an amendment to the existing consultant agreements with Cooperative Personnel Services dba CPS HR Consulting to continue providing HR consulting services to the City.



BACKGROUND


The City entered into a consulting services agreement with CPS HR Consulting in March 2019 to provide assistance with specialized HR matters.  CPS HR assists with reviewing and updating the City’s Military Leave policy, assistance and analysis with workers compensation matters, providing support and guidance on general human resource matters such as employee relations, labor relations, classification and compensation, and partnering with the City staff to assist with recruitment and employee selection efforts.



DISCUSSION

The City Manager executed the consulting services agreement under City Council authorized expenditure authority ($75,000).  The existing agreement has been amended once to extend the length of the contract but no additional compensation was provided at that time.  In light of the significant human resources matters currently being handled by the City, staff finds that an extension and additional compensation is necessary to ensure that necessary and vital tasks are completed in a timely and efficient manner. 

 

The proposed amendment extends the term of the existing consulting services agreement to December 31, 2019 and increases the compensation in an amount not to exceed $150,000.  



FISCAL IMPACT

The fiscal impact to the human resources professional services account (General Fund Account - 1110-1201-15002-54110) through December 31, 2019 is not to exceed compensation by seventy-five thousand dollars ($75,000) to a total amount of not to exceed one hundred fifty thousand dollars ($150,000). 



RECOMMENDATION

Staff recommends that the City Council approve the Resolution authorizing the second amendment to the City’s existing consulting services agreement with Cooperative Personnel Services dba CPS HR Consulting.
