ENTER INTO A CONSULTANT SERVICE AGREEMENT WITH TOOLE DESIGN GROUP, LLC IN THE AMOUNT OF $300,000 TO COMPLETE THE BICYCLE AND PEDESTRIAN MASTER PLAN (BPMP) UPDATE, CITY PROJECT NO. 17-30

 

Staff recommends that City Council adopt the attached resolution to enter into a consultant agreement with Toole Design Group, LLC in the amount of $300,000 to prepare and complete the Bicycle and Pedestrian Master Plan (BPMP) Update, City Project No. 17-30.  



BACKGROUND


On April 27, 2017, the City of Union City was awarded $300,000 by Alameda County Transportation Commission (ACTC) through the Project Funding Agreement (PFA) for the Bicycle and Pedestrian Master Plan (BPMP) Update  Union City completed its first Bicycle and Pedestrian Master Plan in 2006 and later updated the plan in 2012.  Traffic congestion caused by the lack of transportation options between jobs and housing has been a major concern in the Bay Area, forcing transportation planners to rethink and better understand the connection between transportation and land-use. The 2020 BPMP Update provides an opportunity for Union City to re-envision its local streets to allow for all modes of transportation, including bikes, pedestrians and transit, to travel from home to jobs, schools, retail centers and recreational facilities.

 

The BPMP Update will include the most recent design criteria, including “Complete Street” design guidelines and multimodal policies identified through NACTO (National Association of City Transportation Officials), AASHTO (American Association of State Highway and Transportation Officials) and Caltrans Highway Design Manual (HDM), Chapter 1000: Bicycle Transportation Design



DISCUSSION

The Public Works Department, in partnership with Economic and Community Development Department, released a Request for Proposal (RFP) in August 2019 for consultant services with expertise in bicycle, pedestrian, and multimodal planning. Using the List of Certified Firms from the Alameda County Transportation Commission website, staff notified all qualified firms of the RFP. On September 18, 2019, the City received two (2) proposals from Toole Design and Alta Planning + Design. 

 

Consultant interviews were held on October 1 and 2. City staff selected Toole Design Group, LLC of Oakland because of their well-organize proposal, innovative approach, graphic capabilities, and public outreach process that was communicated and presented during the formal interview.  

 

The BPMP Update will address the bicycle and pedestrian network along all major local streets, including Alvarado-Niles Road, Decoto Road, Mission Boulevard, Whipple Road, Dyer Street, and Alvarado Boulevard.  Proposed concepts for improving bicycle and pedestrian access over or under I-880 will also be evaluated.  Major regional transportation projects, including Quarry Lakes Parkway, ACTC’s 14th Street/Mission-Fremont Multimodal Project, I-880/Whipple Interchange Improvements, and the Cross Bay Transit/Dumbarton Rail project will be incorporated into the plan; and the project team will coordinate with the cities of Fremont and Hayward BPMPs, in addition to altransit agencies serving Union City: BART, AC Transit and Union City Transit

 

The general scope of services for BPMP Update includes gathering existing data, coordination with City’s General Plan and other planning documents, coordination with local development and  regional transportation projects, analytical data analysis, community outreach, review of the existing and proposed bicycle and pedestrian networks and facilities, recommended improvements, development of design guidelines and environmental documentation.    

 

The anticipated project schedule includes data gathering for the next few months, followed by community outreach in early 2020, with recommended bicycle and pedestrian improvements being presented in the summer.  A draft BPMP Update is anticipated by the fall and the final BPMP Update is expected to be completed by the end of 2020. 



FISCAL IMPACT

The ACTC’s Project Funding Agreement in the amount of $300,000 for the City’s BPMP Update includes $150,000 of 2000 Measure B Bicycle and Pedestrian Discretionary Funds and requires a 50 percent local match of  $150,000. This local match of $150,000 has been programmed in the City’s previous Two-Year (FY17-18/FY18-19) Budget with 2016 Measure BB Bicycle and Pedestrian Funds (FUND 2546).  There is no impact to the General Fund. 



RECOMMENDATION

Staff recommends that the City Council adopt the attached resolution to authorize the City Manager to enter into a consultant services agreement with Toole Design Group, LLC, in the amount of $300,000 to complete the Bicycle and Pedestrian Master Plan Update, City Project No. 17-30.
