| RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING AND ADOPTING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF UNION CITY AND POLICE MANAGEMENT ASSOCIATION AUTHORIZING THE CITY MANAGER TO EXECUTE THE MEMORANDUM OF UNDERSTANDING AND APPROVING AN AMENDMENT TO THE CITY’S SALARY SCHEDULE IN CONFORMANCE WITH CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 |
This resolution approves the revised Memorandum of Understanding (MOU) between the City of Union City and the Police Management Association (PMA) for the period from January 1, 2019 through December 31, 2021, and authorizes the City Manager (or designees) to execute the MOU on behalf of the City.
BACKGROUND
Staff and PMA have been negotiating in good faith since the expiration of the previous MOU. Both parties have reached agreement on the benefits package reflected in the proposed MOU. The City Council has been kept appraised of the status of negotiations and has also provided the appropriate bargaining authority to staff.
DISCUSSION
The City’s current MOU with PMA expired on June 30, 2017. The main points of the agreement are as follows:
Section 2.00 (B) Bereavement Leave
Effective upon adoption allows five days to be used non-consecutively
Section 3.00 Vacation
Effective January 1, 2019 changes the vacation schedule annual accrual rate for 0-3 years from 0 to 80 hours, 4-8 years from 40 to 100 hours, 9-13 years from 80 to 120 hours, 14-18 years from 120 to 160 hours and 19+ years from 160 to 200 hours.
Section 9.00 (C) Compensation
Effective January 2019 3.0% COLA
Effective January 2020 3.0% COLA
Effective January 2021 3.0% COLA
Section 14.0 Duration
The contract duration will be 01/01/19 – 12/31/2021.
Administrative
Certain minor administrative changes have been included to reflect grammar, formatting and to provide clarification.
The PMA membership voted to approve the contract proposal on 10/09/2019.
FISCAL IMPACT
The proposed MOU revisions are projected to cost the General Fund $575,000 over the life of the contract, from January 1, 2019 through December 31, 2021.
RECOMMENDATION
Staff recommends that the City Council adopt the resolution as provided.
