Staff recommends approval by the City Council of a proposed resolution approving the appointment of Carmela Campbell to the position of Economic and Community Development Director.

The Union City Municipal Code (UC MS, Section 2.08.100) requires City Council approval of the City Manager's appointment of all Department Head level positions.  City Manager, Joan Malloy, appointed Carmela Campbell to the position of Economic and Community Development Director, effective Monday, July 29.  Ms. Campbell was presented to the City Council in closed session on Tuesday, July 23, 2019 and was unanimously confirmed by the City Council (all members present).

Ms. Campbell has served the City of Union City with distinction for over thirteen (13) years as Senior Planner and Planning Manager, and has been identified as the appropriate successor to recently promoted Economic and Community Development Director, Joan Malloy, to City Manager.

Prior to joining the City team, Ms. Campbell served as a Planner in Santa Clara County where she served as the Planning Commission Secretary and the Architecture and Site Approval Secretary.  Ms. Campbell is a highly-experienced, solution-oriented and results-driven leader with extensive experience in the fields of current, environmental and advanced planning. She has the ability to effectively manage a diverse staff that includes the Building and Code Enforcement Division, Housing and Community Development Division, Planning Division, Economic Development Division, and Environmental Programs Division.

There is no fiscal impact associated with adoption of the proposed resolution as the position of Economic and Community Development Director is fully budgeted.
