ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN EMERGENCY MEDICAL SERVICES FIRST RESPONDER ADVANCED LIFE SUPPORT SERVICES AGREEMENT WITH THE COUNTY OF ALAMEDA

 

The City of Union City  (the “City”) and the County of Alameda (the “County”) are members to an Emergency Medical Services First Responder Advanced Life Support Services Agreement (the “Prior Agreement”) which permits the City to provide and receive funding for First Responder Advanced Life Support (“FRALS”) Units and to serve as a designated provider of FRALS, or emergency, Services.  The Prior Agreement is set to expire on June 30, 2019.  Staff recommends that the City Council authorize the City Manager to execute a new FRALS Agreement with the County. 



BACKGROUND


On November 1, 2011, the City and the County executed the Prior Agreement.  The Prior Agreement permits the City to provide FRALS Units and to serve as a designated provider of FRALS Services.  The City and County have executed three previous amendments to extend the term of the Prior Agreement, which is now set to expire on June 30, 2019. 

DISCUSSION

The County of Alameda is designated, by California Health and Safety Code Division 2.5, Section 1797.94, as the responsible agency for establishing policies and procedures for the approval and designation of paramedic service providers within its jurisdictions, including the City of Union City.  The County of Alameda established an Emergency Medical District and has entered into contracts with public and private providers to assure that emergency medical services are available within the jurisdictions.

 

The City of Union City receives fire protection services through a contract with the Alameda County Fire Department (ACFD).  ACFD provides fire suppression, fire prevention, first aid, Basic Life Support (BLS), and Advanced Life Support (ALS). ALS services are provided by staffing a paramedic on each fire unit within the City of Union City.

 

The proposed Agreement would be in effect for five years beginning July 1, 2019 and allows for a five-year extension upon mutual consent of both parties. Under the proposed Agreement, the City is an authorized provider of FRALS within the Alameda County EMS system.  The proposed Agreement establishes the procedures and processes for providing these services including:

 

·         The priority of calls to requests for medical assistance and the services area for the City

·         The performance standard that the City must meet in responding to calls for service

·         Personnel and equipment requirements

·         Administrative provisions related to the failure to meet the requirements of the agreement

 

The proposed Agreement provides emergency services for the residents of Union City generally consistent with current services.  All cities in Alameda County are being asked to execute similar agreements in order to continue uninterrupted FRALS services following the conclusion of the current contract period that expires on June 30, 2019. The most recent version of the proposed new agreement reflects input from the Alameda County Fire Chief. Due to the number of amendments made to prior year contracts, the County of Alameda developed a new contract template.

FISCAL IMPACT

There is no direct fiscal impact associated with approval of the Agreement.

RECOMMENDATION

Staff recommends that the City Council, by resolution, authorize the City Manager to execute an Emergency Medical Services First Responder Advanced Life Support Services Agreement between the City of Union City and the County of Alameda.
