ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MASTER SERVICES AGREEMENT WITH CORELOGIC SOLUTIONS, LLC. FOR REALQUEST SERVICE IN THE AMOUNT OF $2,400 ANNUALLY


 

Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to enter into a Master Services Agreement with CoreLogic Solutions, LLC (“CoreLogic”) for an annual subscription of RealQuest Service in the amount of $2,400 annually. Included as Exhibit A is the Master Services Agreement.



BACKGROUND


Since May 2006, the City’s Economic and Community Development (ECD) Department has had a subscription with RealQuest, a property ownership and mortgage information service.  RealQuest provides advanced property search options and the ability to order custom reports online such as deeds of trusts and transaction histories.



DISCUSSION

In order to continue service, the City needs to sign a new Master Services Agreement with CoreLogic. The new agreement will allow an unlimited amount of users to access service concurrently at no additional service cost. The previous agreement provided access for a single user with no option for simultaneous use. 

 

The agreement term is for 12 months and will automatically renew 12 months at a time unless the City or CoreLogic provides 60 days’ written notice of termination prior to the expiration of the then-current term.

 

Since several divisions within ECD use RealQuest, there is a need for additional users. Furthermore, this new agreement will allow the City to access additional reports that weren’t accessible under the existing contract.

 

While the annual contract amount is only $2,400, the agreement renews automatically, and CoreLogic is unwilling to modify the terms of its standard agreement. For this reason, Council approval of the contract is required.



FISCAL IMPACT

Staff is seeking authorization from the City Council to enter into a $200/month agreement. This amount is less than that of the existing contract. The monthly minimum fee for RealQuest service is $200, however, any reports that staff purchases will be deducted from the $200 monthly minimum amount. Therefore, if the amount of reports ordered does not exceed $200, no additional fee will be charged. Conversely, if the amount of reports ordered exceeds $200, the additional amount charged will be on a per-report basis. Staff plans to monitor its monthly report expenses to avoid charges beyond the $200 per month minimum.  The report fee schedule is included on pages 12 and 13 of the Master Services Agreement attached as Exhibit A. The fees for the services under this agreement will increase 3% annually.

 

This subscription will be funded out of the City’s General Fund. The City’s FY 18-19 budget already provides for the RealQuest subscription.



RECOMMENDATION

Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to enter into a Master Services Agreement with CoreLogic for an annual subscription of RealQuest Service in the amount of $2,400 annually.
