ADOPT A RESOLUTION TO ACCEPT IMPROVEMENTS FOR THE SHORTY GARCIA PARK FENCING MODIFICATIONS, CITY PROJECT NO. 16-08 

 

Cyclone Fence and Iron, Inc. has completed all work associated with the Shorty Garcia Park Fencing Modifications Improvements Project.  It is recommended that the City Council adopt a resolution accepting the improvements and directing the City Clerk to file a Notice of Completion. 




BACKGROUND


The Shorty Garcia Park In-field Playing Surface Improvements Project was an approved FY 15/16 CIP Project with a budget of $1,900,000.  The work involved removing and replacing the existing synthetic turf soccer field with new synthetic turf.

 

Immediately adjacent to Shorty Garcia Park is the Guy Jr. Emanuele Elementary School, which has students utilize the soccer fields during school hours.  In discussing the field repairs with the School District they expressed some security concerns over the current configuration of the fencing that allows anyone to enter the field and adjacent school grounds during school hours.

 

Lockable gates around the field entrances were suggested as a solution to enhance security along with closing gaps along the field’s perimeter with 6-foot high fencing.  The School District agreed to take responsibility for locking the gates at the start of the school day and unlocking them when school lets out.  The field would therefore be closed to the public when school was in session but would otherwise remain open and available to the public.



DISCUSSION

On July 24, 2018 the City Council appropriated $70,000 to the Shorty Garcia Park In-Field Playing Surface Improvements Project 16-08 to complete the fencing modifications.  The project was advertised for bids and the City Manager entered into a construction contract with the lowest responsible bidder, Cyclone Fence and Iron, Inc.  That work is now complete.



FISCAL IMPACT

The construction improvements were completed for the contract amount of $63,588.00 plus $1,386.75 in change orders for a total amount of $64,974.75.  This was approximately $5,000 less than the construction budget of $70,000 previously appropriated from the Special Parks Fund (Fund 2550).  Contract change orders included a credit resulting from simplifying the fencing alignment from what was shown on the plans, a cost for installing 18 additional “stray ball” netting panels along Decoto Road to close the gaps between existing netting panels, and a cost for providing three spare gate locksets.




RECOMMENDATION

It is recommended that the City Council adopt the attached resolution accepting the construction contract for the total amount of $64,974.75 to Cyclone Iron and Fence, Inc. of San Martin, California for the construction of Shorty Garcia Fencing Modification Project.
