ADOPT RESOLUTION TO AUTHORIZE THE CITY MANAGER TO SIGN A CONTRACT WITH VENTEK, INTERNATIONALTO OPERATE PARKING METERS IN THE STATION DISTRICT AND AUTHORIZE THE CITY MANAGER TO SIGN A CONTRACT WITH DATA TICKET TO PROCESS PARKING CITATIONS



 

The City Council is asked to adopt a Resolution that authorizes the City Manager to execute contracts with VenTek International to continue operating parking meters in the Station District and with Data Ticket to continue processing parking citations on behalf of the City.




BACKGROUND


VenTek International has been operating parking meters in the Station District since the year 2011.  The operating cost of the parking meters is approximately $2,200 per month.  VenTek also charges for software license fees and provides replacement parts as requested.

 

Data Ticket has processed parking citations for the City since 2010. Data Ticket charges fees for processing citations, administering the appeal and hearing process, filing collection leans with the Franchise Tax Board and Department of Motor Vehicles, and making tax payments to public agencies.  Fees vary based on volume but average about $4,400 per month.




DISCUSSION

VenTek, International

The existing agreement with VenTek expired on August 18, 2016, although both parties have continued to follow the terms of the existing agreement.  The draft agreement presented is effective April 1, 2017 and runs for three (3) years.  The terms of the draft agreement are substantially the same as the terms of the existing agreement.

 

Data Ticket

The existing agreement with Data Ticket expired on March 1, 2016, although both parties have continued to follow the terms of the existing agreement.  The draft agreement presented is effective April 1, 2017 and runs for three (3) years.  The terms of the draft agreement are substantially the same as the terms of the existing agreement with the exception that the City has added Advanced Collection services that now allows and directs Data Ticket to pursue accounts in arears, instead of referring such accounts to a collection agency.




FISCAL IMPACT

Adoption of the proposed resolution does not have any impact on the General Fund.




RECOMMENDATION

Staff recommends that the City Council adopt a Resolution to authorize the City Manager to Execute agreements with VenTek, International and Data Ticket in a form acceptable to the City Attorney and substantially consistent with the draft agreements presented and attached hereto.
