RESOLUTION AWARDING CONTRACT TO NATIONAL ELECTRIC IN THE AMOUNT OF $133,544 FOR FIRE STATION 31 GENERATOR UPGRADE, CITY PROJECT NO. 16-21

 It is recommended that the City Council award the construction contract to National Electric, Inc. of Union City, California, in the amount of $133,544.00 by adoption of the attached resolution. This contract provides a backup generator to serve Fire Station 31 and the CERT building.


BACKGROUND


Fire Station 31 and the Community Emergency Response Team (CERT) building are located at 33555 Central Avenue in Union City. A small Onan VacuFlo generator of unknown install date serves the fire station for very basic power needs; however, the generator is unable to meet the operation demands of the fire station. Currently the basic backup power needs are being met via a rental generator.

 

In addition, the CERT building does not have a backup power source which, in the event of a large-scale emergency, would seriously diminish the CERT building's usefulness as the City's backup Emergency Operations Center (EOC). The new generator will meet the demands of Fire Station 31 and also serve as backup power to the CERT/EOC building.




DISCUSSION

The city contracted with an electrical engineering firm, Belden Consulting Engineers, to provide electrical demand calculations, electrical plans, construction details, and cost estimate for this project. Calculations determined that a 100kW generator will be adequate to serve the fire station and CERT/EOC building.

 

The project consists of the installation of a new generator, new switchboard, new concrete pads to support outdoor equipment, associated electrical work, saw-cutting, trenching, new piping, conduit installation, and coordination with PG&E for a new cable and meter. A 48 hour diesel tank will accommodate the new generator which will potentially make Fire Station 31 the fire station with the most backup power available in the city.

 

Four (4) bids were received and opened on March 7th, 2017. The lowest responsible bidder was National Electric, Inc. of Union City, CA with a base bid of $133,544.00, 15% higher than the consultant cost estimate. A summary of the bid results is attached as Exhibit A.

 

 

The estimated project budget for construction is as follows:

$153,576.00

 

National Electric, Inc. has completed a generator installation project (the backup generator at Fire Station 30 in 2001) for the City with satisfactory results. Thus, staff recommends the construction contract, be awarded to National Electric, Inc. in the amount of $133,544.00.




FISCAL IMPACT

This project is funded by City’s Capital Facilities Improvement Fund (Fund 4110).  Sufficient funds are available in the CFI fund (4110-3199-91621) for the requested contract award.




RECOMMENDATION

It is recommended that the City Council award the construction contract in the amount of $133,544.00 to National Electric, Inc. of Union City, California, for the Fire station 31 Generator Upgrade, City Project No. 16-21, by adoption of the attached resolution.
