| ADOPT A RESOLUTION TO AUTHORIZE THE FILING OF APPLICATIONS FOR FEDERAL TRANSIT ADMINISTRATION FORMULA PROGRAM AND SURFACE TRANSPTATION PROGRAM FUNDING FOR CAPITAL PROJECTS. |
A resolution has been prepared authorizing the City of Union City to file applications with the Federal Transit Administration (FTA) through concurrence of the region’s Metropolitan Planning Organization, the Metropolitan Transportation Commission (MTC), for grant assistance under the recently enacted Fixing America's Surface Transportation Act (FAST Act) federal transportation authorizing legislation enacted by Congress. Staff recommends approval of the resolution.
BACKGROUND
On November 13, 2012, the City Council authorized the filing of all applications with the Department of Transportation, United States of America, for assistance grants under Moving Ahead for Progress in the 21st Century (MAP-21) of 2012 with resolution 4380-12. The City has been filing grant applications under this resolution since that date.
On December 4, 2015, the FAST Act federal transportation authorizing legislation enacted by Congress was signed into law. The FAST Act made several changes to FTA funding programs which required MTC to adjust its funding formulas for its Transit Capital Priorities (TCP) program.
DISCUSSION
In order to continue receiving federal assistance grants from FTA, MTC requests federal grant assistance recipients to update their authorizing resolutions to include specific language. The attached draft resolution includes the required language for the City of Union City to continue receiving federal assistance grants under the FAST Act.
FISCAL IMPACT
There will be no fiscal impact by adopting the proposed resolution.
RECOMMENDATION
It is recommended the City Council authorize the City Manager or designee to file applications with the FTA for Formula Program and Surface Transportation Program funding for capital projects and committing the necessary local match for the projects and stating the assurance of City of Union City to complete the projects.
